Technical Notes: The source of the numerator is County liquor control agencies. The source of the denominator is U.S. Census Bureau -- 1990-99 County Population Estimates and 2000 Census data. This version follows the federal definition, for which rates are based on resident population only. However, such a definition inflates Hawaii's rate compared to other states, because the substantial tourist population affects demand for alcohol. Therefore, Indicator 1(b) gives an alternative rate that includes tourist population. Notes on data quality and data patterns for social indicators related to substance abuse.
Importance of the Indicator: This is an indicator of the availability of alcohol. Young people are more likely to drink alcohol if they live or play in areas where it is more readily available.
