Technical Notes: The source of the numerator is Hawaii State Dept. of Business, Economic Development, & Tourism -- State Data Book. The source of the denominator is U.S. Census Bureau -- 1990-99 County Population Estimates and 2000 Census data. DBEDT compiles figures each year from county building permits for new single-family, duplex, & apartment dwellings. NOTE: Permits do not say if they are for local residential use or -- as is often the case on the Neighbor Islands -- actually for VISITOR (e.g., vaca- tion home) use. Also, Hawaiian Homes and some other agencies may build without permits. Notes on data quality and data patterns for social indicators related to substance abuse.
Importance of the Indicator: This is one measure of transitions and mobility in neighborhoods. Although new development is often a positive thing, the stress created by a high rate of transitions into new neighborhoods is a risk factor for children who must adjust to new schools, teachers, and friends at the same time as they are coping with the loss of their usual supports.
