Technical Notes: The source of the numerator is U.S. Census Bureau -- 1990 and 2000 Census data. The source of the denominator is U.S. Census Bureau -- 1990 and 2000 Census data. The federal definition for this indicator specifies use of decennial (1990 and 2000) Census figures. The Census Bureau actually produces estimates of this statistic for intervening years, but they are estimates only and we do not include them here because of conflict with the specified definition. Notes on data quality and data patterns for social indicators related to substance abuse.
Importance of the Indicator: This is one indicator of “low neighborhood attachment”. People who don’t own the homes in which they live may be more transient and less involved in the life of the community. Family and school instability can contribute to academic problems, behavior problems, and delinquency in youth. Children who don’t know their neighbors or feel bonded to their neighborhood are at risk for using illegal substances.
