Technical Notes: The source of the numerator is U.S. Census Bureau -- 1990-99 "Components of Change," Sum of All Migration Components. The source of the denominator is U.S. Census Bureau -- 1990-99 County Population Estimates. CSAP asks for number of residents moved into area minus number moving out, without counting births and deaths. The U.S. Census Bureau each year estimates "International Migration," "Domestic Migration," and "Federal Movement," so we simply summed these and divided by previous year's population base. This provides a very ROUGH estimate. Notes on data quality and data patterns for social indicators related to substance abuse.
Importance of the Indicator: This is one of many measures of transitions and mobility. When people don’t know each other, it is more difficult to establish clear neighborhood goals and identity. An influx of new people from other states or foreign countries can create stress for children who must adapt to different cultures, languages and community expectations. This stress places children at higher risk for turning to tobacco, alcohol, and other drugs.
