Technical Notes: The source of the numerator is Hawaii State Office of Elections, "Results of Votes Cast". The source of the denominator is Hawaii State Office of Elections, "Results of Votes Cast". A better indicator of "Neighborhood Attachment" would probably be % of potential voters 18+ who actually cast ballots. We have examined those data (but do not present them because of conflict with the federal definition); the statewide trend was actually fairly level throughout the 1990s, declining significantly only in 2000. Notes on data quality and data patterns for social indicators related to substance abuse.
Importance of the Indicator: This is a measure of neighborhood attachment and community organization. Voting is one of the most important rights available to citizens in a democratic society. Exercising the right to vote is an expression of civic commitment and a sign of a healthy society. When parents vote and participate in improving the conditions of their community and state, they teach their children to be good citizens and ensure a better quality of life for future generations.
