This version follows the CSAP definition, using rates based on total resident population. Notes on data quality and data patterns for social indicators related to substance abuse.
Importance of the Indicator: This is one measure of community disorganization. Communities with high rates of incarcerated adults may not provide the kind of support adolescents need to make good decisions. Strong bonding with good role models decreases the likelihood that children will engage in negative behaviors such as drug use.
