Technical Notes: The source of the numerator is U.S. Census Bureau -- 1990 Census data. The source of the denominator is U.S. Census Bureau -- 1990 Census data. The federal definition for this indicator specifies use of decennial (1990 and 2000) Census figures. However, the information comes from the part of the Census based on a sample rather than a complete enumeration. This portion of the year 2000 census data is not available as of the time of this writing. Notes on data quality and data patterns for social indicators related to substance abuse.
Importance of the Indicator: Educational attainment can affect a person’s ability to adequately support a family. The national average income for someone without a high school diploma is approximately half of the income of graduates. Living in poverty can have long-lasting negative consequences for children and families. The lack of resources and the social instability prevalent in low-income homes put children at a higher risk for developing problem behaviors including substance abuse.
