Technical Notes: The source of the numerator is Hawaii State Dept. of the Attorney General, "Crime in Hawaii" annual report. The source of the denominator is U.S. Census Bureau -- 1990-99 County Population Estimates and 2000 Census data. Data sum up arrests for "Liquor law" and DUI violations. These are UCR "Part II" offenses -- usually not logged if more serious crime occurs and heavily affected by local enforcement policies. Additionally, DUI (Driving Under the Influence) procedures were changed starting in mid-1991, so that data are comparable only from 1992 on. Notes on data quality and data patterns for social indicators related to substance abuse.
Importance of the Indicator: Young people observe the social behaviors of adults in their families and communities. When adults behave badly while drinking, young people are getting the message that it’s OK to be out of control. Conversely, if those adults are arrested for their alcohol-related behavior, children will understand that society does not condone this acting out.
