Technical Notes: The source of the numerator is Hawaii State Dept. of the Attorney General, "Crime in Hawaii" annual report. The source of the denominator is U.S. Census Bureau -- 1990-99 County Population Estimates and 2000 Census data. Under the Uniform Crime Reporting (UCR) system, Driving Under the Influence is a "Part II" offense -- usually not logged if more serious crime occurs and heavily affected by local enforcement policies. Additionally, a new law starting in mid-1991 required more police paperwork for DUIs and may have affected willingness to enforce. Notes on data quality and data patterns for social indicators related to substance abuse.
Importance of the Indicator: A great number of motor vehicle deaths and injuries each year are directly related to driving under the influence of drugs or alcohol. Getting drunk drivers off the road makes the roads safer for all of us. A decrease in arrests may indicate a decrease in drunk drivers or decreased enforcement of the laws.
