Technical Notes: The source of the numerator is Hawaii State Dept. of the Attorney General, "Crime in Hawaii" annual report. The source of the denominator is U.S. Census Bureau -- 1990-99 County Population Estimates and 2000 Census data. Data sum up arrests for homicide, aggravated assault, robbery, and rape, which are violent index crimes under the Uniform Crime Reporting (UCR) system. For such crimes, reported crime RATES give a better overall picture, but lose the juvenile- adult breakdown. Police in different places have various definitions of what is "assault." Notes on data quality and data patterns for social indicators related to substance abuse.
Importance of the Indicator: While any unlawful act by a teenager is of concern, this measure is a reflection on the most serious crimes: homicide, forcible rape, robbery; and aggravated assault. This statistic is not a count of youthful offenders, but of arrests. It does not predict other crime trends, but is the least sensitive to change and the most directly comparable to other states. Changes in other categories of arrests may reflect police or public policy shifts, rather than behavioral changes.
