Technical Notes: The source of the numerator is Hawaii State Dept. of the Attorney General, "Crime in Hawaii" annual report. The source of the denominator is U.S. Census Bureau -- 1990-99 County Population Estimates and 2000 Census data. This is a reported crime rate rather than an arrest-based figure. This version follows the federal definition, in which rates are based on resident population only. Although the issue is probably less important for homicide than other crimes, such rates inflate Hawaii figures by ignoring the tourist population. So Indicator 24(b) also provided. Notes on data quality and data patterns for social indicators related to substance abuse.
Importance of the Indicator: Homicide is the ultimate violation of personal and community safety, and often takes place when the perpetrators are under the influence of alcohol or drugs.
