Technical Notes: The source of the numerator is Hawaii State Dept. of the Attorney General, "Crime in Hawaii" annual report. The source of the denominator is U.S. Census Bureau -- 1990-99 County Population Estimates and 2000 Census data. As suggested by the title, these are summed figures for juvenile curfew, vandalism, and disorderly conduct arrests. These are UCR "Part II" offenses, and curfew violations in particular are considered subject to variation for other reasons (e.g., enforcement poli- cies) than actual behavior. Notes on data quality and data patterns for social indicators related to substance abuse.
Importance of the Indicator: A status offense is an act considered illegal only because the person committing the act is a minor. Such offenses include running away from home, truancy, incorrigibility and curfew violations. Though the offenses seem minor, the consequences for the offender can be numerous and include greater exposure to the risks of disease and injury, along with risk of academic failure. Tracking status offenses helps us understand the trajectories of how an individual may get started in crime and later on proceed to serious crimes that affect society as a whole.
