| Technical Notes: The source of the numerator is Hawaii State Dept. of Health, Office of Health Status Monitoring, Research & Statistics Sec. The source of the denominator is U.S. Census Bureau -- 1990-99 County Population Estimates and 2000 Census data. Notes for Indicator 29 also apply to this indicator. Births are particularly rare among 10- to 14-year-olds. The highly erratic year-to-year changes on Kauai to some extent reflect small numbers of births there; small numbers are always subject to more statistical variation. | Importance of the Indicator: According to the National Center of Addiction and Substance Abuse (CASA), 55% of teenagers say that having sex while drinking or on drugs is often a reason for unplanned pregnancies. Children born to teen mothers are much more likely to be living in poverty; experience higher rates of acute and chronic health problems; child abuse and neglect; and school failure. This is especially true for the babies of younger teens, those who have not completed high school. Teenage parenting, even with adequate financial, emotional, medical and educational support, can be tough work. | |||||||||||
