| Technical Notes: The source of the numerator is U.S. Census Bureau -- 1990 and 2000 Census data. The source of the denominator is U.S. Census Bureau -- 1990 and 2000 Census data. CSAP defined this indicator as "the rate of children (age 0-17) living in home situations other than with one or both parents or guardians." In reality, the Census mentions nothing about "guardians." More than 80% of the children falling into this category were actually listed as living with grandparents, who would be regarded by some as "guardians." | Importance of the Indicator: Some family management problems are so severe as to require children to live somewhere other than with their parents. In these cases, children are often victims of neglect by their biological parents. This lack of parental care giving is a strong predictor of multiple educational and social problems including, but not limited, to substance abuse. | |||||||||||
