| Technical Notes: The source of the numerator is Hawaii State Dept. of Attorney General, Crime Prevention & Justice Assistance Division. The source of the denominator is U.S. Census Bureau -- 1990-99 County Population Estimates. Considerable caution should be used when viewing these numbers. First, Maui pro- cedures differ from the rest of the state by including verbal, not just physical, abuse. Second, police sources indicate that the current procedures for counting and reporting arrests probably result in undercounts in at least some of the four counties. | Importance of the Indicator: In addition to the devastating short-term effects, family violence presents continued dangers to families and society by perpetuating cycles of intergenerational violence, substance abuse, and other criminal activity. Victims of family violence and neglect often require lengthy and costly treatment to regain physical, emotional, and mental health. Domestic violence costs Americans approximately $100 billion per year in treatment and law enforcement costs. | |||||||||||
