The federal definition for this indicator specifies use of decennial (1990 and 2000) Census figures. However, the information comes from the part of the Census based on a sample rather than a complete enumeration. Importance of the Indicator: Legally, in the State of Hawaii, all children must be in school until age 18. Therefore young people aged 16-18 who are not in school are likely to be the most difficult to manage children who have exhausted the efforts of their teachers and parents and slipped through the cracks of local enforcement. With no commitment to finishing their education and a history of poor decision-making, these kids are at most risk of substance abuse.
