Technical Notes: The source of the numerator is Hawaii State Dept. of the Attorney General, "Crime in Hawaii" annual report. The source of the denominator is U.S. Census Bureau -- 1990-99 County Population Estimates and 2000 Census data. Defined as "the rate of adolescents (age 10-14) arrests for vandalism (including resi- dence, non-residence, vehicle generated objects, police cars, or others), per 1,000 Note that these figures represent a sub-set of the data for Indicator 25 (arrests of all juveniles 10-17 for curfew, vandalism, disorderly conduct). Notes on data quality and data patterns for social indicators related to substance abuse.
Importance of the Indicator: Early initiation of antisocial behaviors is a strong predictor for alcohol and drug abuse among teens. Children who have behavior problems in early life are more likely to have problems with drugs later.
