| Technical Notes: The source of the numerator is Hawaii State Dept. of the Attorney General, "Crime in Hawaii" annual report. The source of the denominator is U.S. Census Bureau -- 1990-99 County Population Estimates and 2000 Census data. The data for this indicator represents a sub-set of the information for Indicator 15 (arrests of all juveniles 10-17 for "Liquor law" and DUI violations) -- all notes for that indicator would apply to this. Additionally, the absolute number of arrests in this age group is VERY small, and thus rates can vary tremendously from year to year. Notes on data quality and data patterns for social indicators related to substance abuse. | |||||||||||
| Importance of the Indicator: Research has shown that children who experiment with drugs and alcohol before the age of 15 are more likely to become addicted and have lasting problems of abuse than those teens that avoided substances until the later teen years. | |||||||||||
