Technical Notes: The source of the numerator is Hawaii State Dept. of the Attorney General, "Crime in Hawaii" annual report. The source of the denominator is U.S. Census Bureau -- 1990-99 County Population Estimates and 2000 Census data. Data sum up adolescent arrests for burglary, larceny theft, motor vehicle theft, homicide, aggravated assault, robbery, and rape. These are index crimes under the Uni- form Crime Reporting (UCR) system. The UCR also includes arson in this category, but Hawaii no longer does. (This makes little difference, as Hawaii reports few arsons.) Notes on data quality and data patterns for social indicators related to substance abuse.
Importance of the Indicator: Early initiation of anti-social behaviors is a strong predictor for alcohol and drug abuse among teens. Children who have behavior problems in early life are more likely to have problems with drugs and alcohol later.
