Technical Notes: The source of the numerator is Hawaii State Dept. of Human Services, Management Services Office. The source of the denominator is U.S. Census Bureau -- 1990-99 County Population Estimates and 2000 Census data. The federal definition called for tracking of rate of participation in the old "Aid to Families with Dependent Children" family assistance program. In 1997, this was replaced by the Temporary Assistance to Needy Family (TANF) program, and so data are comparable only from 1997 on. Data are actually for fiscal years. Notes on data quality and data patterns for social indicators related to substance abuse.
Importance of the Indicator: Living in poverty can have long-lasting negative consequences for children and families. Poor families typically live in communities with higher rates of substance use and crime. Children raised in families at or near the poverty level are more likely to do poorly in school and to engage in problem behaviors including substance abuse.
