The source of the numerator is Hawaii State Dept. of Human Services, Management Services Office. The source of the denominator is U.S. Census Bureau -- 1990-99 County Population Estimates and 2000 Census data. Average monthly number for that year, divided by total resident population. Changes in the law make data prior to 1997 non-comparable with data from 1997 on. Data are actually for State fiscal years, rather than calendar years. Because rate is based on July 1 estimate of NEXT fiscal year, true rates probably very, very slightly more than indicated.

| Importance of the Indicator: The number of food stamp recipients is a measure of economic deprivation. Poverty is one of the most important influences on the nutritional status of children in this country. Children who are undernourished face the risk of behavior problems, school failure, and overall cognitive delays, all of which are risk factors for substance abuse. |
