| Technical Notes:
The source of the numerator is Hawaii State Dept. of Human Services, Management Services Office. The source of the denominator is U.S. Census Bureau -- 1990-99 County Population Estimates and 2000 Census data. The federal definition is "Duplicated avg. daily rate of children in state-supervised, family- based foster care, regardless of parental rights termination or length of care." Hawaii's Dept. of Human Services (DHS) has data only for DHS-funded children. Data before fiscal 1998 not comparable due to changes in both definitions and computer record-keeping systems.

| Importance of the Indicator: Children living in foster care are often the victims of multiple traumatic events of neglect or abuse, separation and loss. Changes in living arrangements can be frequent and disruptive, creating the need to adjust to new families, neighborhoods, and schools while experiencing separation from parents, siblings, and friends. Low attachment to family, community and school are powerful risk factors for substance abuse. |
